Who is obligated
In broad terms, a producer is anyone who commercially places packaged goods on the German market for the first time. That can include manufacturers, importers and, in some distance-selling cases, sellers established abroad. Whether a specific company is in scope depends on the packaging type, the sales model and the role in the supply chain. Confirm the role against the statute and official guidance before registering.
Registration requirements
Producers of packaging subject to system participation generally need a LUCID registration with the Zentrale Stelle Verpackungsregister and a contract with a dual system (system operator) for household-related packaging. Registration identifiers and system participation evidence are often requested by marketplaces and business customers. This page does not walk through an application.
Packaging categories
German reporting typically distinguishes material groups such as paper/board, glass, plastics, ferrous metals, aluminium and beverage cartons, with further splits used by system operators. Sales packaging, secondary packaging and tertiary packaging are treated differently. Map SKUs only after the local category list for the relevant year is confirmed.
Reporting frequency
System operators set the operational reporting calendar for participating producers. In addition, statutory year-end volumes and declarations toward the register may apply. Frequencies can differ between intra-year volume reports and annual statements. Use the calendar of your contracted system and the register, not a generic EU timetable.
Important deadlines
Deadlines depend on the system contract, the packaging types in scope and the year. EPR Connect does not publish a fee schedule or a filing calendar that could be mistaken for an official due date. Treat any date in a future product workspace as operational assistance that still needs source checks.
Required information
Teams usually need a stable producer identity, packaging compositions (materials and weights), sales volumes for Germany, the sales channel (including distance sales) and evidence of system participation. Missing weights or unmapped components are the most common blockers before a report can be reviewed.
Registration authority
The national register is operated by the Zentrale Stelle Verpackungsregister (LUCID). System participation is contracted separately with an approved dual system. EPR Connect is not the register and is not a dual system.
Available reports
When the Germany module is ready, the workspace is planned to prepare review copies of volume reports and annual declaration inputs. Submission to LUCID or to a dual system is not offered on this website.

Does selling into Germany from another EU country create packaging EPR duties?
Distance sales into Germany can create producer obligations, including for companies without a German establishment. The exact outcome depends on packaging type and the seller’s role. This site cannot decide that for a specific shop.
Is marketplace fulfilment enough to ignore registration?
No. Marketplaces may ask for LUCID numbers and can restrict listings, but they do not replace an assessment of who places packaging on the market.
